T3 cruisers. They cant enter highsec combat sites though
For highsec anything with a spare high will do. You dont need good scan strength for highsec sites anyway,

No, the standard is to use a dedicated probe ship to scan however many systems/sites, then get combat ship to run them. For the easier content, and exploration in lowsec, one ship can do the trick, but some high end 0.0 sites can only be solo'd by very expensive/gimmick/specific fits. It's most practical to have at least two accounts, that way you can run most harder content with ease. A capital helps too for those escalations.

The new SoE ships are going to be specifically geared to this purpose. I don't do exploration, but I'll be buying a fleet of the cruiser anyway. Cloaky laser/drone hunter-killer? Yes please Twisted

Arbitrator does highsec ones well enough. Can fit into all sites, tank decently and still fit for salvaging, probing, hacking, and archaeology all in one fit.

This. Ishtar is the long standing tried and tested boat for this, it performs extremely well it's price and you can fit anything and everything you'll need on it for exploration. Here's a general all-in-one explorer Ishtar fit, you should refit your hardeners according to the faction you're facing but it has 260dps omni tanked you so should be able to take on lower end D.E.D sites without refitting. It has a probe launcher for scanning, as well as MWD + Cloak for safe lowsec travel.
