They blow up any ship my target undocks in, and it just takes the ISK out of my wallet. Hiring mercenary corps is ineffective, this is a place where CONCORD needs to step in and do their job.

No. If you want people dead, stop mining your rock, train combat skills, make some friends, and kill them. Implementing a mechanic to instagib people via CONCORD is a stupid idea.

Nobody would be safe. With the low price of ships today bad people like me would run around having CONCORD blap every frigate or loot pinata in sight with no prior planning. After all, frig and cruiser hulls are nickles and dimes.
