The description says:
Increases capacitor storage. Provides defense against Energy Leech and Energy Neutralizer effects.
Does this apply to NPC rats?

I don't know. I do know that like 95% of everything related to NPCs uses like 8 year old stats/code/mechanics, so I wouldn't be surprised either way.

"**CCP is changing policy, and has asked that we discontinue the bonus credit program after November 7th. So until then, enjoy a super-bonus of 1B Blink Credit for each 60-day GTC you buy!"**

Never forget.

It does not matter.

The protection it provides is a % reflection back to the target nueting you. So say if I Nuet you 100MJ and you have a 10% reflect it Nuets me 10MJ.

Since NPCs have unlimited Cap its a pointless bonus.

PS, it does however provide you with a much larger buffer and better regen so it cant hurt.

Unless things have changed very recently (due to modifications to Nos mechanics) a Cap Battery will have no direct effect on NPC ships. NPC ships (AFAIK) don't use capacitor for any of their functions, their guns will keep on regardless and their rep is chance based. because of this lack of need their capacitor is something of an afterthought - a capacity of 1 (though that 1 cap recharges very quickly) so that a when a Nosferatu checks whether the target has cap it succeeds (and can therefore add its drain amount to the fitting ship).
I believe that NPC ships are exclusively eqquipped with Nosferatu (mechanics wise) and therefore will only fail to drain in the instance that its target (that would be you) has less than 1 cap - at which point you're not going to notice.

Batterys reduce the amount neuted, so basically yes, they help. But not enough for their CPU pricetag.

The only situation I can think of where a cap booster is more usefull than a cap recharger is when you plugging an oversized cap battery into a cruiser or frigate sized ship. Even then you are also using a CC rig or one other cap recharger.

Only when you use an oversized cap battery on your hull do you 'beat out' the math on cap rechargers and CC rigs.

NPC's don't have unlimited cap (you can nos them dry, but they keep shooting), so it is pointless.

I think Sleepers though, DO have cap and MIGHT be neutable (they are a much more recent NPC creation).

*typo
Oversized batteries provide better benefits than rechargers I'd say, but only make sense if you can fit them. Funny thing is that even rechargers are kinda situational, fits that newbros with low skills use in PvE notwithstanding that are full of them (that, and also travel fits for capitals).
