So if I War Decl a corp, and a particular member leaves, does my kill rights to that particular member stop at that very moment, or do I get lets say 24 hours to hunt down my target ?

If they leave then you are, obviously, no longer at war with them. Thus they can do as they please and you cant shoot at them.

He's right except on the part of it being obvious. When a member leaves the corp they drop from the war immediately. They cannot rejoin the corp that they used to be in for 7 days or until the war ends.

If your target corp was part of an alliance though, and the whole corp were to leave the alliance, your war against them would continue at no extra cost. (it would make sense if this worked on an individual basis as well, but it does not) You would then effectively have two wars going. If a single member drops corp, then it's the same as above, no more pew pew on them, and while they cannot rejoin the same corp, they could join a different corp within the alliance.
