Standings Between the Amarr Empire and Angel Cartel

A while back I was checking on the standings the Empire held with other entities in the game world and I noticed that it actually has neutral standings with the Angel Cartel, despite having very negative standings with all of the other crimminal 'nations'. The Angel Cartel also returns these standings, which seems to suggest that the Cartel and Empire are not in conflict with each other, or that they at least avoid each other to an extent that they do not need to declare any standings.

I was just wondering what the logic behind this was. Do the Empire and Cartel avoid each other, do they tollerate each other due to a certain unspoke give/take situation, or do they have some under-the-table dealings that keep them from clashing but also cannot be declared openly?

I'm sure the Angel Cartel's relationship with the Minmatar Republic has a lot to do with the Empire's relative apathy toward the Cartel unless they cross Imperial borders.

Cartel slavery is completely at odds with the ideals of Amarrian slavery, however. If anything, I would expect this to be a point of contention.

Amarr/Caldari bloc have negative standings to the Guristas/Sanshas/Blood raiders block, but neutral standing to the Serpentis/Angel bloc

Similarly, the Gallente/Minmatar bloc have neutral standing to Gurista/Sansha/Blood raiders.

If you mission for Gallente, you would generally not impact your standing to Blood Raiders, (unless directly shooting them in a mission)

Yup its all logical under "enemy of my enemy is my frienemy"

the only reason rat factions don't have positive standings with some empire factions is CONCORD politics ...and the occasional clash over plans and resources (guerilla fighters - rats - tend to occasionally borrow stuff from their wealthier almost ally without permission)

Think this is being overanalyzed. The GalFed are neutral to Sansha as far as mechanical standings go and yet they've historically led the charge against them.
