In frig heavy pve encounters, it seems like most of the time my drones are just sitting still while switching targets. Is there any module or skill or whatever to counter this? Its putting a huge dent in my kill speed.

First, what kind of drones are you talking about?
As a general rule, treat your drones like weapons and tell them what to attack.

If you don't know where you're going, any road will take you there.

any drones shooting at frig rats. It takes them 1s to kill the rat, then 5s to engage the next one, most of the time they sit idle, and not because i dont have their next target lined up but because they just sit still and do nothing for a period of time for whatever reason.

Having the drones on aggressive is the only way to get the to take new targets. You can also manually order them to engage, which is probably better for fast response time (but you have to have the new target locked)

The drone AI is sluggish and a bit ********, they need constant instructions and usually need to be told to do something multiple times.

I think you are misunderstanding me. Between every target they choose themselves or i give them, there is a fixed length pause. Could this be the drones targeting?

It is the drones getting the target locked. Senties have the same delay before shooting.

The drones take time to lock the target and move to engage them...

Just something you have to get used to.
Another thing you can do is manually tell them to enagage new targets but will still get a slight delay before they apply damage to it.

That is the Way, the Tao.

Balance is everything.
