if i were to gank someone who was in a high sec exploration site would i still get attacked by concord?

Yes.

EDIT If you attack someone in Highsec who is not apart of your Corp, you are not at war with, or they are not a suspect/criminal, you will always die by Concord.

ty, i did think that perhaps the relic/data sites would be a kind of concord free area.

Nothing is CONCORD free besides stations, but you can't interact with anyone (besides chats and trades) in station anyway.

In lowsec if you attack someone off of a station or a gate the local sentry guns will shoot you but if you warp off and come back the sentry aggro resets.

Anywhere else in lowsec you can shoot people all you want. Shooting pods though will set you criminal status and you will lose major security standings. In nullsec, though, even podding is okay and the only way to be flagged as a suspect or anything like that would be to loot someone's can I would think. And even then they could have shot you anyway to begin with.

If you are in a starter corp you can't shoot them.

Remember you can still steal people's scatter containers. Just scan the cans so you know what to prioritize and snatch those BPC's from under their noses. If they attack you while you are Suspect, they will open a Limited Engagement with you. Abuse at leasure outside of newbie systems.
