I've just got a Fenrir, I plan on using it to haul in high sec only, mostly between Metropolis and The Forge, is this going to be safe? Even with just over 174000 ehp will I still be vulnerable to gankers?

Nowhere in EVE is safe. Question is, would it be worth ganking. That depends not on your ship, but on the contents of your cargohold.

If I put freight containers in it and fill them up then my cargo can't be scanned, so the question is would I still get ganked on the off chance that I'm hauling a fortune?

That doesn't work. You need to put the cans inside of a courier contract to stop them being scanned. Sadly that means anyone scanning you will presume you have lots of valuable stuff and shoot you anyway.

just keep your cargo value low and your chances to survive gets bigger.

Some people do gank even empty freighters if they get bored to wait juicy target.

like the others have said:
- Yes freighters are eminently gankworthy
- Value of your cargo is parameter that best correlates with your gankworthiness
- May also be highly gankworthy if you are somebody, or known to be alinged with somebody, the ganking group does not like ... or if they are ganking low value targets for some other reason (boredom being a big 'other reason').

Best risk mitigators:
- Keep your load at low value (<2b is usually ok, <4b often ok provided they have not had a dry spell. 12b and you will have gankers scrambling their bumpers dozens of jumps to intercept you);
- Fly manually
- Don't do anything to draw attention to yourself (e.g. don't name your ships something that might incite or taunt ganking gangs, keep quiet in local, and don't post on forums under the name of the character that will be flying the ship);
- Longer routes (e.g. the classic backdoor Jita-Rens route) are sometimes preferable because of less lower-sec hisec systems;
- Assume you've been scanned, you probably have, and be prepared to delay or modify your trip (docking and splitting your load for particularly high risk segments is sometimes a useful option);
- There is a freighter-type chat channel where people report areas of high ganker activity. sorry IDK it's name but it's out there somewhere.

Don't bother with the bookmark trick (placing hundreds of bookmarks in your cargo hold) it no longer works to confound the scanning value assessment tools that gankers use.

Courier-contract wrapping / double-wrapping is a debateable topic. It can serve to obscure the true nature,and therefore value, of your cargo but some ganking gangs target contract carrying freighters just on principle.

A webber alt can also be helpful when you're particularly concerned about being ganked. You almost instawarp a freighter when it's dual or treble webbed.

I guess I am almost a 'vet' by now. Hopefully not too bitter and managing to help more than I hinder. I build and sell many things, including large collections of bookmarks.
