Essentially looking for nothing other than a tight recon pilot with all relevant supports for whatever races have been trained.

Covops V, Scanning skills at V and Cyno V are also highly desirable. Please do not post Falcon only pilots.

Don't mind cross training with say Logi or Leadership, but not looking for a monster that just happens to be able to fly recons.

I have the budget if you have the character.

All round pvp but all the electronic warfare skills and can use all recon, neecs cyno 5 to fullfill your list but can use a lot more
