Small sell order always coming back?

So I am buying ammo in a station and I see a really small sell order with a lower price on it. I assumed it was someone getting rid of his last few of something he no longer need and wanting it to clear fast but after buying it, the sell order is still there. Sop I re-buy it thinking maybe I missclicked and hit cancel instead of buy but the items gets in my hangar and the order is still there. I can buy it over and over again and it seems to re-spawn over and over again.

Is there a reason to do this beside irritating someone who's buying your stuff or am I missing a mecanic somewhere why this could be usefull?

There's a display bug that crops up occasionally where what appears to be a small order like you described is actually a very much larger order.
