Very true apparently as per Memory Alpha

They are matter/anti-matter so I'm not sure why they were called photon torpedoes. The m/am was contained though in a photon tube, so maybe these RL 'photon crystals' could be the basis for such a tube. M/am stored within photon crystals ???

But since these torpedoes are not killing with photons themselves, I wonder still why they are called that. Huh.
