I've just bought a ship from a friend, and it has rigs installed that I cannot use. Do I still get the bonuses from these rigs, or are the bonuses non existent until I can use them?

You get the bonuses. The rigging skills are needed to install the rigs, not take advantage of their bonuses.

Have in mind that rigs do carry penalties though, and the bigger your assorted rigging skill is, the less you become penalized by them..;)
