Its purpose is to act as a high EHP bait, catching, holding and neuting a solitary target for the drop. Moreover, it is used as an active hunter for a small gang, warping to explorers/missioners and bringing the rest in after they are caught.

This flies linked and with a slave set. Current stats are 416/531k EHP, the ability to fortify 3 resists and 45Gj/s neuting. Cost is deliberately kept below the bil mark, I don't want to go higher for this. The sb is for ECM drones, and the probe launcher and cloak are an essential part of the fit.

Any help with improving this particular loadout would be vastly appreciated, cheers. My main problem is that I want more tank, but adding a low cripples either its catching or cap warfare abilities.

btw...I know that a Proteus can do a better job if you disregard the neuting part, but its not an option for us. It has to be a Legion..

Since you are planning it as a bait/drop why worry about the cap war so much? Without the sub for neuts you'll have to be right on top of them from the jump. And once the cyno lights you can't chase them anymore so (if smart) they will burn out of your unbonused scram and web aligned and be gone before the first tackle loads grid. Seems much easier to just put a bonuses arbi or two on the other end of the cyno and fit long points.

As you pointed out if you want the tank, prot does it better. If you want the holding down factor then a recon would do better with bonus points. How many are you planning to drop on/with?
