For what you want you'd need a decent tank, a probe launcher, cloak, decent dps, prop mod, data+relic analyzer, and the interdiction nullifier sub (removes 1 slot). In the end you'll get some really mediocre stats and it will be hard for you to realistically run any combat sites in WHs, C1 is probably the best you manage. Relic/Data sites in WHs are even harder and it's doubtful you'll be able to run any at all.

All in all you need to cut down your criteria abit.

I really hope that tengu is for your main since this character is not even 1 month old :)

To be honest if you are new and lack experience but want to explore around lowsec and null I would go for t1/t2 exploration frigs (for minnie it would be probe and cheetah respectively, check out your favorite race ships). You won't be able to run sites in wormholes as they still have rats inside but in k-space you should be able to survive and make some profit from relic/data sites. Just try not to get caught at gates and watch local/d-scan when hacking minigame. And in case you will lose your ship it will be few (or few tens) mils not hundreds. Not to mention skill points lost when t3 explodes.

This is the best i could come up with without resorting to ridiculously expensive modules.

-Cap stable
-513 dps (with 5% HAM / 5% RoF implant) with scourge rage missiles
-313 omni tank.

The stats arent that bad.. for a t1 cruiser =/
I can already hear the sobs of tengu pilots seeing this fit. it will do the job in C1 and probably even C2 wormholes if you dont get webbed but still. i HIGHLY recomend just getting a nice cov ops , probe with that ship and just go pure combat with the tengu.

As an avid prober i also need to point out that this tengu does not have a cargo scanner (i cant make this tengu work with yet another med slot lost) and a cargo scanner is highly reccomended with the current hacking mechanics in place.

Again , this is the best i could come up with to fit evrything on 1 ship but i dont suggest you try and use it.

If you insist on running wormhole sites with a cloaky Tengu let me know where so i can come and watch :D ---- Advocate for the initiation of purple coloured wormholes----
