Sure, I've seen it happen, but none of those occasions were anything close to what I'd consider an “issue” or characterise as “out of control”. I'd probably use something along the lines of “rightful punishment” and “hilarious” to describe it instead.

If you were given 2.4b by a mate for example, and that turns out to be RMTed, it stands, and you lose out. You don't have to participate yourself in RMT to be hit with the punishment, if you buy or sell stuff from/to RMTers, the money they made/laundered with you also gets confiscated when they dig up the transactions AFAIK.
