A tail on a cat is primarily for balance and when climbing, jumping, etc., it swishes from side to side to balance. When a cat is undecided, its tail will swish from side to side as if it is "balancing" between the two outcomes. It will stop as soon as the cat has made up its mind.

If a cat is frightened, the hair stands up fairly evenly all over the body; when the cat is threatened or is ready to attack, the hair stands up only in a narrow band along the spine and tail.
