Question for the New Order- legality of the Veldnaught

As a concerned citizen, I have questions about the legality of capital ships mining in high security space. Surely it has caught your attention that a certain individual possess a mining vessel which falls out of regulations, even by Concord standards. Do they not violate the code of conduct which is enforced by the New Order? Why has justice not been brought down upon Chibbra for greedily feasting upon veldspar asteroids with illegal equipment for high security space mining operations?

Well its certainly game breaking but when you do 3rd party transfers and are endorsed by Evelopedia of course you can use a Dreadnaught to mine Veldspar if your name is Chribba.

You can too, just not in high sec. Hell you can even mine in an officer fitted titan to your heart content in goonland, but if you get pointed and scramed you know very well they will form up a fleet of goons just to be in the km and not to help you.

ad 3) Well there are still a couple of High sec capitals...there are even Titans ans Supercarriers docked/loged in High sec.
