Bills (recurring or otherwise)

( I did a search, truly I did. If there is another thread, please let me know. )

Organizations (corps, alliances) should be able to issue Bills, either one-time or recurring.

- Alliance agreement/dues.
- Protection money/bribes/pay-offs
- Moon rental fees
- Ship Replacement Programs
- Disbursement Programs (profit sharing from Alliance to corps)

All sorts of reasons why this would be useful and add to the feature set of the game.

Some rules, however:
- Once accepted, a Bill cannot be altered. Only closed. Like Contracts.
- Agreement can be canceled at any time. No need to script/code outcomes, let the players handle it.

Players learned to scrutinize Contracts, they can learn to scrutinize and manage Bills the same way. But this useful mechanic could be leveraged in many aspects of Eve gameplay.

Wouldn't this basically be like the old free-form contracts that CCP removed because they were literally only used for scamming?

How do you determine when contractual obligations have been fulfilled?

That is what i am wondering. Most bills in eve are tied to a concrete result...I pay my office fee per month, I keep my office for example.

This just seems to automate scamming. While I have no issues with such scams as pay me 500 mil to join say goons.....lets have the scammer work to convince people he is not full of crap. Vice posting a bill stamped from a goon member corp to seem legit. Scamming should not be that easy. I want the con man to put some effort into the con.
