UI - Missing "fill bar"

I run two accounts and lately I have noticed something odd. On account, as my ore hold is filling up the inventory window properly shows me the progress bar. If the hold is half full, the bar is half blue, half black.

On the other account on the exact same monitor I do not get the progress bar. The hold text will show the correct amount bu the bar stays completely black. This is on all inventory windows, ore holds, drone holds, etc.

I have cleared cache on both accounts, double checked that all settings are exactly the same and it still happens.

Anyone have any idea what might be going on here?
