an empty unclaimed c2/c3 wormhole? if so which region of space would offer the best chances?

low sec would improve your chances of finding one. If c2's on the other hand you should look in

If you want to find one yourself, I'd park a scan alt in a C4/C2 WH. The C2 static will be a 16 hour wormhole. Just keep scanning.

At least the C2s are relatively easy to find.
Look in the sale orders forum.
For example, I sold a C2 with static high sec a few days ago, and I regularly see other guys advertising finds of their own.

Prices vary quite a bit depending on the hole.
Also, if you look for wormholes in high sec, you will find quite a few C2s. Either because people have opened up their statics from the inside (in which case it's probably occupied) or because of wandering connections.

Actually I was referring to C2 with static C3 (which also all have HS statics) since that is what the OP is looking for.

C2>C2 always pairs with A239. If you ever see a D382 and a B274 in the same system, then that D382 is a C2 wandering WH.

The easy way:

Put prober scout in w-space system that statics to C3. Every 24 hrs log on, probe the static, check the C3, ???, find C3 that statics to C2.

If you are looking for such a speciffic type of wormhole you might be looking for very long only yourself. I suggest buying this hole. Prices are cheap compared to even only PI value of holes. Try looking at http://wormholesales.com/ I confirm taht site works as expected.
