I am going to t back to the 80's for the following, but this is close to the beginning of the hentai genre, I hazard that is. I am not sure how anything today could do it any worse/better, depending on your point of view.

you know, in the case of this specific movie here, "hentai kamen" is really as the literal translation goes, as in "masked pervert", due to the fact that he uses panties as a mask.

as far as I know, urotsukidoji is pretty much full blown porn, something that Hentai Kamen is not... afaik... haven't mustered enough courage to dload and watch it yet.

I watched it back in the mid 90's as it was in the anime section of the video store my two best friends worked at. It is pretty much animated demonic **** mostly. The live action Hentai Karmen movie I linked before looks to be fairly tame although odd. THe special attack they showed the hero? using at the beginning of the trailer was just corny tbh.
