When they introduce Dust to nullsec, you will be expected to uphold NRDS in Provi!

This means opposing teams can drive their tanks around and such, but no shooting!

Well, it affects anyone involved in Faction Warfare... or anyone that buys products available from FW loyalty points stores. And soon it will affect a whole lot more.

The more districts you hold in a system the easier it is to defend in faction warfare, and harder to contest.
