so if i tell someone i am good at eve, but it turns out i am not, can i get banned for a recruitment scam? as i misrepresentation of me being part of a group of players that is good at eve?

Beeing good at this game does not make you part of a quantifiable group therefore you wont get banned as soon as Black Legion finds out your actually bad at this gameBlink

Depends who's defining what makes you "good"

You could be an awesome solo PvP player but the second you're in a fleet you want to do you're own thing and ignore FC... which would make you terrible in a group.
