I've tried soloing in a bunch of cruisers and have 3 or 4 that I like. There really is no clear-cut best, it just depends on how well you can work your given fit in whatever situation you find yourself in. Personally I think the best ships are the ones with enough versatility in fitting options that you can play to the strengths of the ship while avoiding a cookie-cutter fit (eg. Stabber). Expect to get engaged mostly by targets who will be expecting to counter a variation of whatever the standard/most popular fit is for your hull.

its simple really. if your soloing and want to :

Die use ships with turrets or missiles as their weapon system because you will just get jammed by enemy griffin alt.
kill something and probably die or wont die, use a vexor, jammed? dont matter 350 dps drones.

Any cruiser properly setup is good. Neutron moa with null and buffer, stabber with whatever stabbers fit, thorax. But the best for solo pvp, pve, pirating is a Gila with t2 sentries. It's got 100k buffer, ever since I had one take my drakenstein "drake" out I run from them. But if u can't afford one get a vexor blah
