so i was wondering, what's the common rate for removing customs offices in lowsec (interbus and POCOs)?

Prices are very dependant on systems activity and positioning firstly.
Interbus ones should be cheaper after that has been taken into account.
From experience I'd say POCO's go down for anything between 50 and 250 mil.

If you ask mercs to take one down next to Rancer for example... chances are you are looking at a billion per and will be struggling to find takers on your offer.
