Do ONE mission. Go down to the corporation you did that mission for in your character sheet...not the faction, not the agent, the corporation. Right-click on that corporation, click on 'transactions', that's where you should find a change.

For instance, if you are running a lvl 1 security mission from the Caldari Navy agent 'Sigechiro Onzo', you are going to scroll down to 'Caldari Navy' under corporations. You're not looking at the standings transactions for that agent, Sigechiro Onzo. You are not looking at standings for 'Caldari State'. You are looking for standings transactions for Caldari Navy.

If you find nothing under transactions for the corporation, Caldari Navy in this case, then you might have a problem.

I'm guessing, as I'm sure are most people, that you are looking at something besides standings for that specific corporation.

Yeah, I looked at the faction ones. It's odd still.

Faction standing is -4.03
Corp standing is 2.68
Agent standing is 7.87

The standing shown when I talk to the agent....-4.1

If one is doing missions for an agent and corporation standing does not rise, another thing to check, besides clearing the cache,
or relogging, is that it's not an interbus agent. The interbus agents sit in other corporation's stations, and if you
click quickly, you might not notice that the agent will never give you standings towards the station owner.

For faction standing below -2, no agent will talk to you except level 1 agents. So even if one had excellent standing towards
the agent and their corporation, either from fleeting with someone else or work before tanking the faction standing, that negative faction standing will cut off access.

Yep, that -4.03 faction standing is what's killing it for you. From this: https://wiki.eveonline.com/en/wiki/Standings_mechanics

you will find this: "Warning: If Faction and or Corporation standing drops to -2.0 or lower, higher level Agents will no longer be available. Level 1 Agents are always available regardless of Faction / Corporation standings. If the Agent standing drops to -2.00 or lower, that specific Agent will no longer be available."

My guess now is you have been taking missions that tell you to go shoot another factions navies. That will lower your faction standing with 2 other factions. (for example, shoot Amarr ships, your Amarr and Caldari standings drop for each one you kill):
"You can lose standing towards an agent or corporation by failing a mission, or by declining two missions from the same agent in a 4 hours interval. Similarly you lose standing towards a faction is you fail storyline missions of that faction or one friendly to it, but also if you successfully complete a storyline mission for an enemy faction or if you destroy ships or structures belonging to that particular faction."
