Is a fleet of a few Tier 3's and Logistics enough to handle Class 4 Anomalies?

tier != tech

and no, tier 3s are not recommended for C4s.
if you can fly and fit tier 3s, you can also fly and fit ships that actually have a tank too so there's no reason to use them.

I have personally used an oracle in a c5 as part of a fleet with logi's. The only issue is that was a year+ ago so idk how the recent fitting changes have affected those ships.

If you've got quick logi, and those things are tanked 'decently,' I suppose...

Just don't do what one of our pilots did, and swear his Talos was tanked...

Can you hear them? They are calling to us. It is beautiful. http://thegreattichim.wordpress.com/

This might be good enough of a fit for an oracle in a c5. Not 100% sure about the speed since the optimal+falloff with multi is 30.2 km but the rest is fine.

[Oracle, c5]

8x Mega Pulse Laser II (Multifrequency L) (have radio and standard in cargohold for when you're outside multi's range)

Tracking Computer II (Optimal Range Script)
Tracking Computer II (Tracking Speed Script)
10MN Afterburner II

2x Heat Sink II
1600mm Reinforced Rolled Tungsten Plates I
Damage Control II
Prototype Armor Explosive Hardener I
Prototype Armor Kinetic Hardener I

Medium Anti-Thermic Pump I
Medium Anti-EM Pump I
Medium Anti-Explosive Pump I

This has 34.6k omni ehp, each t2 large remote armor repairer heals it by 272 hp/s, cap lasts 16 mins (cap stable at 38% with AB off), 707 dps (with multi), 81.2 km targeting range, speed with AB on 476 m/s (220 m/s with it off)

3x spider tanked tengus do just fine in a c4. I had friends that were able to run one of the better c4 anomolies (cant remember the name but they say its the best c4 combat anom for isk/hr due to being lots of BS) and each site taking about 8mins. Other then t3s I could also recommend RR domis with cap transfer and sentries for c4s as well

your problem may be less about tank and more about damage projection, I dont remember the numbers exatcly but i think some of the spawns are out past 100km, I have been in a fleet in a c5 where we had an oracle (cough omega flames) and it did fine

The League of Extraordinary Equines guys have videos with Talos in C4 anoms. Ask them.

I have done C4s in a Black Hole with RR AF's before logi frigs were on the scene. It wasn't easy, it wasn't efficient (ISK/hr) but it was good fun. So give it a try, i say.

I haven't tried Attack BCs but honestly, as long as you don't go for ridiculous gank fits and don't MWD about the place bloating your sig, I can't see it being too difficult.

You can get some low-end pimp (DB hardeners, C-type ANPs, C-type EM Wards, etc) to beef up your tank without going too mad with ISK.

Rails/Arty would be the way to go. Sure, stuff spawns at 100km sometimes but it comes into range nicely.

I would also want to deploy a Rapier or Huginn as well, to pin down frigs (and, again, here's a vote for the Talos) and TP stuff. Huginn would be best for shield fleets (more mids) and Rapier for armour.

...and, as always, watch your triggers.
