Top Goon is a member of CCP but has a job to protect.

Top Goon leaves CCP, still knows the game like the back of his hand, has friends inside but no longer has a job to protect. Can now do pretty much what ever the hell he wants.

The dog is off the leash, how is this going to hurt goons again?

Indeed.
It is unlikely he is bound by any NDA like the CSM, (like that had any teeth anyway), and knows precisely what changes are in the pipeline.
Goons will make trillions more than they do now, at least in the short term.
