Stain - Issues with Rats not spawning

It appears that the Rats don't appear to be spawning very often within Stain, most belts appear to be empty - be it that they are spawning just not at the same frequency that would be expected and of the norm.

A number of corp members say they are having the same issues, has anyone else encountered the same issues with in other NPC or sov holding regions or even stain for that matter?

I am also sorry to say I have found no way to replicate this or find any indication of what the cause of the issue besides well the patch but that would be too obvious and I don't believe anything was touched there from reading the Patch notes, I would be very appreciative if anyone could constructively contribute to this post in case there is a wider issue.

Dev already acknowledged the problem some time ago, sadly it has not been fixed with last patch.
