The point of the barrier to entry was to prevent easy scams with the sophistication of Jita local getting anywhere and it did this very successfully. The fact that there are other types of scams that it didn't counter is another matter and personally I think many of these scams could also have been avoided by maintaining a stricter and slower ladder beyond the 6bil mark, since there was an unfortunate tendency to just throw money at anyone who had successully worked their way up three or four rungs and to allow them to escalate their borrowing too easily. That aside, the requirement for some kind of committment in time and effort did weed out the lazy scammers who we are seeing returning in hordes now.
