The Osprey is the Caldari Logi cruiser if i am not completly drunk, it thus is designed to assist combat ships but not to be one. You should consider flying a Cerberus in the short term, it should be best for your needs. Also train Caldari Cruiser to Level IV asap as this will greatly improve the performance of your cruiser without to much training time. In the long term you would go for a Tengu, after you have Caldari Cruiser IV you should consider to train all skills required for the Tengu except for the Caldari Cruiser V. Those skills are all crucial core skills and will help you fit and fly your Cerberus better besides allowing you at some point down the road to fly the Tengu eventually.

As you didnt describe your needs for the Cruiser more exactly then " Combat" i can only advise you to go and play around with eft/pyfa to figure out a settup before waisting isk on it.

The Cerberus is a heavy assult cruiser which needs Caldari cruiser at level 5 to use. The Tengu also requires Caldari cruiser level 5.

The Moa is a nice combat cruiser. I'd suggest browsing the market ingame to find out about the different types of Caldari cruisers that are available.

Caldari have four cruisers.
Osprey is for shield repair (ie "healing") and is useless solo
Blackbird is for ECM and is useless in pve, and not to good solo pvp (good for gangs as long as you don't min being killed first).
Moa is hybrid pewpew
Caracal is missile pewpew

So you should almost certainly go Moa or Caracal, depending on your skills and what you're doing.

As mentioned, just browsing the market and reading ship descriptions is an excellent way to get ideas for ships to fly.

When you open the Market window, there is a little checkbox in the bottom-left corner that says "Show Only Available." Uncheck that box and you'll be able to browse every ship and item in the game, even if there are none for sale in your area.

If you go to Ships -> Cruisers -> Standard Cruisers -> Caldari, you can see a nice list with brief descriptions of what you're looking for.

The Caracal and the Moa are both ships that might interest you. The Moa is based on hybrid turret weaponry, while the Caracal is based on missiles. (If you click the little blue "I" info icon, you can look at a ship's bonuses to help you determine what sort of things you should put on it.)

Here is a handy little guide about weapon systems

Check battle clinic for ideas on fits but be careful, most are crap. Run your ideas by your corp mates to get the best feed back on your fits.

Download eve fitting tool so you can see what you can and cannot use and what skills you will need to fly/fit what you want to.

Good luck & welcome to EVE

all good stuff so far. just playing around on the market looking at ship requirements will help you out alot!

a note about "best" ships/mods in eve:

lots of players have favorites, and lots of theory folks will show you math to back up their favorites but when it comes down to it there is no "best" in eve. Granted some things are just "bad" but most ships and mods are situation-dependent. the game tends to reward players that embrace that concept and hyper-specialize.

so when its time to pick a cruiser you like youve gotta consider that the skills you train for it will effect other ships as well and your future ship choices. so its not a great idea to train up for a caracal if its the only missile ship youre ever going to fly, for example.

id say pick a general weapons system you like (missiles, hybrids, drones, etc) or a particular logi or ewar mechanic that you like (ECM, remote armor rep, target painting) and base your ship choices around those.

For me Ive always felt drones were versatile and newbie friendly so ive spent most of my combat related SPs in drones and mod systems that support the drone ships I like. I also like the mechanics of active armor repping. So Instead of picking a ship and aiming for it, I picked two areas of PvP i like and then choose ships based around those two interests. Luckily for me, almost every level of Gal ships has something that will compliment the mechanics ive chosen.

it is hard to make big choices like that when you start out, though, even more so when you havent had the chances to really fly anything yet.

TL;DR:

fly what you enjoy the mechanics of, not what looks the best on paper.

Best combat ship for PVP, missions, ratting or what? There is no "best" but some are better for their purpose than others.

Also your skills will play a big part in what is best for you.
