Cloaky ship to kill PVE Tengus, solo....?

So I'm trying to find the best setup (if there is even ANY setup) to use for solo'ing PVE Tengus, specifically in Wormholes. I always stumble across site running Tengus in wormholes but they are pretty hard to take down solo, so I'm usually forced to wait to gank their salvage ship. There's two possibilities, engage while they are fighting sleepers, or wait until all the sleepers are cleared. I'm leaning towards Sleepers alive to help break their tank.

I'm not all too familiar with the tanking power of a standard solo WH Tengu so I'm not sure the best wait to approach this. If I were in say an active tanked Proteus with a scram and dual-webs, would the loss of the tengu's speed tank, plus my ~450dps, plus the sleepers be enough to take them down? Or am I better off trying to neut them dry to turn off hardeners? With hardeners off, are they relatively easy to kill (as in, I don't need the sleepers to help)?

I'm very familiar with sleeper sites so I know they switch aggro and all that, which is why I'm leaning towards an active tank. I used a buffer tank cloaky Proteus for tackling people while backup arrived, but even with a huge buffer, with the sleepers and the victim attacking me, the tank eventually will fail. An active tank allows me to stay there all day long until they break. I want their shiny faction fit!

I fly Gal and Amarr, and have maxed T3 skills and nearly maxed gun skills for both. So T3s or Recons are really what I'm looking at. Anyone got any ideas? Is this even possible? I know there's some crazy 9000dps brick Tengus and **** like that, but I'm looking for a typical WH site runner who needs some dps.

Active or buffer? And engaging when the Tengu is solo or with sleepers still up? The problem with the pilgrim is the 4 high slots, two of which are reserved for Cloak and Probe Launcher since I'm in wormholes. I can make a legion fit that has more tank, both buffer and active, and more dps, but with a bit less neuting power.

you cant run active tanks and nuet so buffer,

put 1 meduim nuet on an pve tengu and its cream crackered never mind a bonused 1.

the legion is better but , you cant fit any dps mods with the covert sub ud need a dps alt and legion .

on the last ship of the last wave :)

Also, is it safe to assume most PVE/WH'ing Tengus use almost exclusive Kinetic missiles since sleepers have Uni resists and Tengus are bonuses for Kin? Because I can tailor my tank for extra kinetic resist to be a Tengu slaying machine...

Wh engus (Tengi?) those days are passive fit from sleeper neut. Neuting won't help much, it counts a lot towards aggro value (no, you don't have to be actually firing at sleepers, firing in the vicinity counts toward aggro value too), and Pilgrim is quiet filmsy. 450 dps out of cloaky Proteus sounds like it should be good enough, but falls right on the fat part of Tengu's heat/kinetic resists. There just aren't much gank in covops, which is working as intended. Bring more people, or drop covops.
