just trace a route - the shortest one - from any high-sec market hub to a ls hub. The first low sec gate on the route is a gate camp spot.

The Perimeter -> Jita gate on busy weekends by the evil freighter / orca gang.

What exactly does "most" mean? There's a pretty big difference between a gang loitering on a gate in a pirate hub and a low-sec island blockaded by a corp that does nothing but camp.
