do you really need 0.0?

afaik on 1.0 space NPCs wont shoot you unless you are under -1.9

Thats why they keep shooting me ... and i though -2.4 was enough for 1.0 .

Nope, you need -1.9 for 1.0 and -2.4 for 0.9.

Using tags to get from -10 to -5 is very cheap IIRC. The -5 to -2 tags are in higher demand, so I usually recommend that you do lowsec L4s to get to -2. That is surprisingly fast since Odyssey. (L3s will do if you are in a dangerous area of lowsec where you need to be PVP fitted at all times).
