New accounts - SP per hour for how long

Hello everyone,
I just want to ask you how many SP I will be able to earn on new account per month or hour?

I have one few year old character with aproximately 4Million SP + (probably some free SP to apply anywhere), So I think that I will blow a dust from him and I will at least use a PLEX on it and train it if nothing more.

But someone told me that there are some nice bonuses on new characters or something like that, so right now I dont know if I should start a new character or use this one....

What will be better in a long term? (I really cant find anywhere which bonuses I will receive as a new player)

Any new character bonus won't come close to 4M sp. If you have a character with 4M sp already, might as well use that, so you don't have to train all the core stuff again.

With the increase in shiptoasting, the Report timer needs to be shortened.

You are probably better off with the one you have. New players can get an implant that accelerates training for 30 days, but no way you will earn 4m SP in a month.

CCP should add more NPC 0.0 space to open it up and liven things up: the Stepping Stones project.
