I was thinking that there needs to be a slight tweak to war. The aggressor in a war will have it so that high sec stations will randomly deny them access. This will allow the defenders to have a chance to actually be able to bring the fight to those who would victimize them.

Deny the aggressors but not the defenders?

Why would the hisec stations discriminate? Do they hate war or have they made some ruling on the justification of the war? Maybe it could be percentage compared to the standings each corp has? Wouldn't THAT make station games more interesting? Maybe you can re-dock buuuuut maybe you can't

can. open. worms all over the place.

As it stands your proposal is unbalanced

Point is to make station games more interesting. As it is it is unbalanced. Aggressors can pick off weak players i.e. t3 ships vs. a t1 cruiser. Using docking to avoid fights you supposedly want is kind of cowardly. If you are seeking a fight then fight. If you are out classed surrender. If The aggressor can't handle the defender then they lost the war but to stay docked and subject the defender to a war dec they have won. This is to make it more easy to decide who wins the war. How ever war corps could set up HS PoS's to avoid the station risk.

tldr:

If people declare war on me and aren't willing to fight on MY terms then they are cowards and should have restrictions/punishments for being so.

OP needs to learn what guerilla tactics are.

I'd love to use them. But no use in shooting someone who is just going to dock up. Waste of Isk and ammo.
