This isn't exactly accurate.
Players who place their API into a killboard get their kills posted to the boards. The opposing parties don't have to have their API in a board. Boards also allow Corp CEOs and directors to post kills by their corpies. Finally, killmails can be manually posted, without the use of an API.

This doesn't mean killboards are 100% accurate - no killboard is - so it's possible a KM won't show on any 'public' board.

Nope. Not everyone, just those that have known affiliations with those who are red already OR they have agressed the residents and became red that way.

The guy below you that says there's a ton of outdated stuff, yeah.. quite possible that an organization with a history that CVA/Provi has, could be a lot of outdated stuff. But that's why diplomatic channels are there for. Resolving issues. Personally, I've seen players who were red turn out to be neutral after it was established by diplomats that the rules of engagement under which the corporation/alliance was KOSed are no longer valid.

That's why the CVA kos tool is public. Anyone wishing to fly in our space can before hand at any time check on what standings they are.

Even if I said what was or wasn't in there, I would be blatantly accused of lying, misinformation or simply not being in the "know" by alliance leadership (yeah, I'm talking from experience.

So...you got a 'solo kill' and didn't post it?

You have to understand this makes zero sense...posting about something without any reference.

Of course people are going to search you on killboards to try and find what you are talking about. Why would you expect anything else?

At any rate, keep up the pvp, it's good to see new players who actually 'get' the game rather than seeing it as another wow theme park. You should probably post your solo kill though, because if you don't, well it doesn't exist.

So the assumption is you are lying and/or misinformed on the nature of a 'solo kill'.

Corrected easily enough...
