Impossible buy contracts

Hey,

This topic has briefly been discussed before without resolution, for example here: https://forums.eveonline.com/default.aspx?g=posts&m=2721113

Buy contracts are impossible to create for some items (for example Caldari Prisoners of War, confirmed not working as of today). If you try entering this item (or drag/drop or partial words), the "Item Type search" returns: "Your query returned no legitimate item types."

For the particular example of "Caldari Prisoners of War" there are plenty of sell contracts. I have plenty of other examples of items like this.

Is this working as intended? If so, does anyone have a list of items that are only "legitimate" for sell-contracts?
