I have a quick question that might be answered fairly quickly. Lets say you and a buddy were looking to gatecamp in a .4 or below. Your buddy targets your prey and scrams him while you pew pew him to death. Do both pilot's ratings drop? Or only the one that did the damage to the ship?

Hopefully that makes sense..

Anyone who activates an offensive module (this includes warp disruptors) gets a sec hit.

Wooo- answered my own question through a little research.

Supporting Aggressors

If you remote repair an aggressor or in any other way, directly aids them, the aggression is passed down to you as well. Which means that the one fighting your friend, and members of his corporation, can shoot you without interference from CONCORD.

You didn't though. Warp scramming someone isn't a supporting action, it's directly aggressing them

A few points for you:

Activating EWAR (Scrams, webs, jams, etc) is considered an attack, even if it doesn't do damage.
In 0.4, scramming an illegal target will give you a suspect flag, and you will take a sec hit.
Legal targets are war targets, outlaws (people with sec status under -5), or pilots with a suspect or criminal flag, or pilots with a Limited engagement with you.

If you take a sec status hit in front of gate guns or station guns, they will shoot you until you leave grid.
