How does an active tanking npc react to energy neutralizers if you neut more cap than it has recharge?

They have unlimited cap and don't care.

According to an old devblog (the one right after the Nos redo), it decreases the chance of NPC repping - this is a purely artificial effect as they have no actual cap with which to model the effect of the neutralizer, but unless it's been changed neuts (and not nos) do decrease NPC repair to some degree.

NOS however does turn nearby rats into cap batteries.

Decreases chance of npc repping slightly and nukes your own cap. So basically not anything useful.

I have been using an energy neutralizer on my Navy Slicer to break through the tank on NPC BS's. I am only 18 days old, but I can do all level 3's and a lot of level 4's in pretty short order when using one, otherwise I can't even finish some level 3 missions with 3 faction heat sinks unless I use one.

Yeah, I've had some success using them on plex bosses - haven't done any rigorous testing either way but anecdotally they seem to work a lil.

Same here - its no hard evidence but even small neu seems to help break npc bs tank when i rat
