awww man this sounds awesome, I mean, trawling through the ins and outs of an entirely fictitious set of rules and codes looking for loop holes sounds like tons of fun.

Hell, it'd give WiS a point too, I could have a desk piled high with paper work that I need to read through and sort.....

Or I could just do my actual filing which'd at least serve a point.

1) how do you define where someone lives?
2) what about someone who lives in a 0.4 system and then rolls into highsec just to gank people?
3) how're you going to ensure people vote and that you're not just polling alts\abandoned accounts.
4) how're you going to force people to pay (this is why loans in eve were removed)
5) how is this fun?

Yeah, and while we're at it, let's add real customs and immigration offices for the empires. You'd have to have the right documents, go on like 6 or 7 distribution missions across two regions to assemble the paperwork and the seals and stamps correctly, pay a fee to the medical departments in certain stations to get your shots, etc. And you damn well better make sure your starship registration is up to date.

Would be fun, if people would actually participate. An ancient old proto-MMO called Hundred Years War had a trial and court system. It was actually really fun-- some high points of hilarity by some very talented and creative orators/bullshitters. Could be an entertaining mini-game. Game mechanics-wise though, I don't know.

I can imagine this being incredibly biased and unfair.

Although this idea has some merits, implementing it would be next to impossible. For one how would you decide if someone "lives" in high-sec or not?

You, OP may sue me. I do indeed come out of low sec in my meta fit catalyst and do naughty deeds to innocent miners. However if you insist I show up in court I require you set my status neutral so I am not shot on the way to the courthouse. After the trial in which my 0.15 isk in the account is transfered to you, I will feel like a filty carebear with my re-set sec status and will have to remedy the situation by ganking and podding a couple innocents before disappearing back into my low sec abyss....
