Buffing Hi Sec: Civil Courts

In the real world, spoiled adults can take their complaints to courts where a judge (and / or jury depending on what country you are in) decides if someone owes something, and collects upon it.

Hi sec is basically the 1st world as far as lore is concerned. Citizens there are afforded protections such as CONCORD, Faction Navies, cheap industry, and extensive infrastructures. But what about the lawyers?

I propose that each of the 4 empires gets their own unique civil code. This civil code allows you to sue people in hi sec for damages. This only applies to hi sec, so if the person you're suing does not live in hi sec then you can't sue them.

It would allow players with a high standing to an empire to become lawyers in much the same way you can join FW. New contracts would be created that allow legal procedures to be followed for litigation. But lawyers would have to work within a complex code, like the real world, so they would charge significantly for their fees.

For example, lets say that someone got ganked in their hulk. They press civil damages for the value of their hulk and a lawyer takes up the case and starts the paper pushing process. A jury, made up of randomly selected characters who are forced to vote, would decide the outcome of the case. If the hulk pilot wins, they can garnish the wages or sieze property from the ganker. If they lose, they have to repay legal fees to the ganker (the ganker will need to hire a lawyer as well or automatically lose).

But here is an example of it not working. Lets say that someone who reads too much Mittani blames NC. and Nulli Secunda for their hulk getting ganked, and decides to sue progodlegend. Since progodlegend is a member of a sov holding nullsec alliance, he is not only immune to litigation but can counter sue for defamation of character.

Corps and alliances could also create liability waiver contracts that prevent charges from being pressed against them by the person who signed them.

This would add the realism EVE needs.

If it wasn't pretty bad before (such as thinking that pod pilots are citizens of the empires), this is where the idea steers head-long into the bog of pointlessness and sinks with an obnoxious and flatulent gurgle.
