I've recently re-joined Eve. If memory serves me right, previously shield fleets were the most effective fleets. Is this still the case?

I'm thinking in terms of small roaming fleets?

It depends on a whole lot of stuff and both are effective at doing different things. As a rule of thumb however:

Shield = More damage, more speed.

Armour = More tank, more EWAR.

Also shield ships tend to be marginally more expensive.

Expense wise might depend on the ship class. Armour tanking is a good deal more expensive with cruisers on down due to the pretty significant price difference between armour rigs vs shield rigs

For a small roaming fleet, I've found they live and die by their ability to pick their engagements, and the extra speed from shield tanking helps slightly with that.
But a well built armour fleet is tough to get rid of. Especially with logi support.

My preference is shield, but ultimately it's just that, preference. They're both pretty balanced imo.

Armour fleets are a broader category, but they are generally just a nice solid setup to brawl with. Shield fleets don't scale aswell to bigger engagements but ships like the new Fleet Issue Scythe are excellent high damage, high mobility, tough little bastids to deal with.
