R&D agent quality: conflict between DOTLAN and EVE-Agents

For specifically Lai-Dai Corp L4 R&D agents, EVE-Agents is showing 6 results, all of them Q20. DOTLAN is showing the same 6 agents but with varied Quality. Which one is correct?

Quality no longer really exists, assume -20 for purposes of access, +20 for effects.
CCP dumbed it down in the hopes of people moving away from certain hubs.
Better would have been for less used agents to go up in quality and busy ones to go down, dynamic over time.
