Gankers have the same problem in empire.
Can't shoot a miners with a catalyst without Concord intervention.

Although I understand that the OP is likely trolling, I feel some sympathy for his positition. On the rare occasion that I have to wander into highsec, I inevitably see some noob on a gate in a Venture and I reflexively get on the bat phone to my homies in PL to set up a hotdrop. They always laugh and remind me to call 'em back if he goes into Asakai, but man, it really irritates me the way restrictions on cynos, supers etc. in highsec are ruining elite pvp. I'm positive I'm not alone in this opinion.

Lol if you need to take all that to kill a kestrel, i would say your not very elite are you?

However there are plenty of corps in lowsec who would happy to fight. But again 4 lokis and 4 guardians most people wouldnt bother, becuase your not actually looking for a fight, rather a pathetic gank on some tiny noob.

Define "elite PvP"

Because to my way of thinking, top-flight PvP players are the ones who can reliably win (or at least not lose their ship). That's it, that's the whole thing, end of definition. It has precisely zero to say on the subject of what ship people are allowed to fly and where.

Guess what: If you have to whine about how such-and-such a factor is stopping you from being an "elite PvPer"? You weren't one in the first place.
