When are the ship balances coming?

As you may have have heard, members of the ship balance team (currently only CCP Tallest I believe, who is doing a great job) have decided upon a few changes to some ships. They want to increase ship logistics warp speed a little bit, and slightly nerf the speed and scan res of the Dramiel.

This topic in the old features and ideas section was originally made on June 10th, 2011, nearly 3 months ago. You may access it here.

From what I have seen, these changes look sane and should be implemented. I believe that the majority of players would agree with me. In fact, I believe that some people think that the changes to the Dramiel are not enough, but we have to start somewhere.

The problem I see here is that CCP Tallest has stated that the fixes won't come out in the Incarna patch.

My question is, why do we have to wait so long for this "easy" fix to be put into the game? There shouldn't be much effort involved in editing a few small values if those values have been finalized. Shouldn't these changes take priority over anything else, because they should be simple to implement and have a moderate-to-high impact on how EVE (the space ship part at least) is played?

Yes, I agree. Fast frigates (intercepters) are my favourite class. Problem is that the Dramel is the only sensible choice, which is a bit boring.

Because they have to do extensive testing on the test server, amass all the bug reports, do nothing with said bug reports, then wait another obligatory 18 months before even leaking possible server 'patches.'

This has been going on for years, should be pretty obvious by now.

Oh and wait for it, wait for it...

Release the 'winter 0.0' changes in such a way that they're incomplete, with assurances that the coming patches will fix certain 'functionality' that was supposed to be implemented, then....

Yeah, I'm not sure why easy changes to the Dramiel can't be done much faster. It's really just some variable tweaking. Make the changes, test around in-house for a day or two then toss that sucker out on the live server. I mean, it's a single ship. How can it possibly take months to implement some tweaks to a single ship in the game?

They announce actual game-changing balances and adjustments months before they do or do not implement them, and then they will ninja-style implement them sometime with 2-3 days notice.

Like these new forums for example. Not game-changing whatsoever, but they did notify us that they were coming months and months ago. After the hiccup with security, I don't believe they gave us a date until a few days before they went live again.

CCP really needs a dedicated team for live balancing, waiting 2 years every nerf/buff cycle is way too long.

I can understanding changes to ships take a long time to deside upon and you don't want to over or under do it. But once desided upon they should be implemented as soon as practical.

Why are the 2 above modifications taking so long?

not like you need to decide or do balance testing as that has already been done and the values to be modified have been dialed in.

I've also been wondering about this. Dramiels are preferred over interceptors for the role that interceptors were designed for, months pass, sensible changes are suggested, players agree with them... and then a huge delay. This doesn't even involve art assets or anything. It seems like it would be easy to try out, and rebalance again if necessary.
