If you really want to stop things like this, invite your opponent to fleet and warp to a bookmark then have them warp to you. While it should be obvious that they can simply drop fleet and invite their buddies at least they'll have to be doing that while you shoot them and will cut response time significantly.

Alternatively you could just refuse to ever fight in high sec assuming that any and all attempts by someone else to fight in high sec are traps they are setting up with CONCORD to watch their backs while they bait in a victim. Exactly the same thing can still happen in low or null but at least you will be in the mindset to be ready for it.

The mechanic is not broken, your understanding of EVE is.

Reality has an almost infinite capacity to resist oversimplification.
