You misunderstand the MOTD, maybe you are new to the team, maybe you read it as you wish it was.

You see, it is saying that non-recruitment discussion and non-recruitment scamming are not permitted. In english it is implied on the second term. If it were the way you are reading it it would say:

FTFY. When critiquing other people's language skills, it helps to have some of your own Lol I'll agree with you that it is clearer if the compound term is written after the conjunction, and it could also have been clarified using an Oxford Comma, but your interpretation is only one of many.
