I have fitted noctis I could offer as collateral, I do not have much I can offer.

Hmm, well with the age of your character and the risk imposed on mining for income, I'd be looking for around 200m collateral (80%) for a 250m loan as a minimum with a repayment of 287.5m (15% over 2 months). The more collateral offered the lower the rate. Fully collateralised I'd be happy to offer at 5%/2months (262.5m total repayment for a 250m loan)

EDIT: Further looking into your character, with the loss of your old mining barge, the post this morning to say you had a new retriever already and that you were looking to buy a new character just yesterday (which would cost billions) I'm a little put off. Still willing to loan at the 2.5%/month fully collateralised, but not willing to risk anything less than 100% collateral at this time.

Others may be able to offer you a better rate or lower collateral, I'm relatively new to the lending scene so don't want to be taking too many risks at this point.

Have you invested in a mining permit and read up on the New Haliama Code of Conduct? (It's at www.minerbumping.com)

If you are Code compliant, Bad Things (tm) are much less likely to happen to your new Hulk.

When I'm next home and at the computer, I'll watchlist you and run a locate or two to make sure you aren't misusing your expensive borrowed toy.

Just sell the hulk and double your isk. You can then repay the loan early. Also, I suggest using some of your profits to buy a mining permit.

See Bio for isk doubling rules. If you didn't read bio, chances are you funded those who did.
