People fall into two categories on this issue.

The people that actually keep up to date with the changes to EvE, such as patch notes and Dev blogs, or by simply keeping themselves abreast of planned changes by word of mouth (or to similar effect).

Then there are the people that don't do the above, and whine about not knowing about it when it does happen, even when the notice is months and months in advance.

CCP can't be held accountable for individual players ignorance (read: stupidity).

But hey, EvE is a harsh mistress, here's another chance to learn from your mistakes!

And no, i don't live in highsec.  As if that would make your opinion any less wrong.

As was pointed out earlier, most specializations are quicker to train for nowadays.
